How do you get a dis­count on your land­line phone bill?

Telekom Ser­bia gives a dis­count on land­line phone bills. The reduced fixed fare is 329 RSD, while for all oth­er ser­vices (Inter­net and TV) there is a 50% dis­count. You have a right to it if your phys­i­cal dis­abil­i­ty is 70–100%.

You should address the near­est Telekom cus­tomer ser­vice with the fol­low­ing doc­u­ments:

  • A dis­count request (writ­ten in the form of a com­mon let­ter);
  • Pho­to­copy of the customer’s ID card (both front and the back of it);
  • Pho­to­copy of the for­mal deci­sion of the rel­e­vant author­i­ty prov­ing your right to anoth­er person’s care and assis­tance or any oth­er proof of the degree of the customer’s dis­abil­i­ty;
  • The customer’s last phone bill (to prove that a cus­tomer with dis­abil­i­ty is actu­al­ly using the Telekom ser­vice).

If the per­son with a dis­abil­i­ty is some­one from the customer’s fam­i­ly, you should pro­vide a proof of kin­ship – a mar­riage cer­tifi­cate (for spous­es) or a birth cer­tifi­cate (for oth­er fam­i­ly mem­bers).

Telekom will give you a writ­ten con­fir­ma­tion that you have sub­mit­ted a dis­count request with it and you will get the dis­count start­ing from your next bill.  For addi­tion­al info call: 19813 (8.00−19.00 h).

 

What is the way to exer­cise your right to a Telenor dis­abil­i­ty pack­age?

Per­sons with dis­abil­i­ties are enti­tled to a spe­cial-rate Telenor dis­abil­i­ty pack­age.

Per­sons with visu­al impair­ments need to sub­mit the fol­low­ing doc­u­ments:

  • A valid ID card;
  • An orig­i­nal or autho­rized pho­to­copy of the of the for­mal deci­sion of the rel­e­vant author­i­ty prov­ing your right to anoth­er person’s care and assis­tance issued by the Nation­al Dis­abil­i­ty and Pen­sion Fund or your local wel­fare cen­ter;
  • A mem­ber­ship cer­tifi­cate of the Ser­bian or Vojvo­d­i­na Blind People’s Asso­ci­a­tion;
  • If the client is unable to sign the con­tract, (s)he must pro­vide a court autho­riza­tion for the per­son who will do it instead of her or him. Besides the court autho­riza­tion doc­u­ment, the autho­rized per­son should also bring her or his ID card to the sign­ing of the con­tract.

Per­sons with audi­al impair­ments:

  • A valid ID card;
  • An orig­i­nal or autho­rized pho­to­copy of the for­mal deci­sion of the rel­e­vant author­i­ty prov­ing their dis­abil­i­ty issued by the Nation­al Dis­abil­i­ty and Pen­sion Fund.

Per­sons with oth­er cat­e­gories of dis­abil­i­ties (who have a valid for­mal deci­sion of the rel­e­vant author­i­ty prov­ing their dis­abil­i­ty cat­e­go­ry):

  • A valid ID card;
  • An orig­i­nal or autho­rized pho­to­copy of the for­mal deci­sion of the rel­e­vant author­i­ty prov­ing your dis­abil­i­ty issued by the Nation­al Dis­abil­i­ty and Pen­sion Fund or oth­er rel­e­vant author­i­ties;
  • An orig­i­nal or autho­rized pho­to­copy of the of the for­mal deci­sion of the rel­e­vant author­i­ty prov­ing your right to anoth­er person’s care and assis­tance issued by the Nation­al Dis­abil­i­ty and Pen­sion Fund or your local wel­fare cen­ter.

The request should be filed with the near­est Telenor office.

How can you get a dis­count on the SBB cable TV ser­vice?

All per­sons with dis­abil­i­ties who exer­cise their right to anoth­er person’s care and assis­tance or fall into the 100% dis­abil­i­ty cat­e­go­ry have the right to a reduced amount of the fixed fare (with­out the Inter­net and TV).

They need to pro­vide the fol­low­ing doc­u­ments for it:

  • An orig­i­nal or autho­rized pho­to­copy of the for­mal deci­sion of the rel­e­vant author­i­ty prov­ing their dis­abil­i­ty prov­ing or their right to anoth­er person’s care and assis­tance;
  • A pho­to­copy of their con­tract with SBB;
  • A pho­to­copy of their ID card;
  • A birth cer­tifi­cate.

The request should be filed with the near­est SBB office.

What are the car reg­is­tra­tion ben­e­fits for per­sons with dis­abil­i­ties?
Per­sons with dis­abil­i­ties pay no tax­es to using cars/motor dri­ven vehi­cles if their dis­abil­i­ty cat­e­go­ry is 80% or more. The can exer­cise this right for one vehi­cle, the first one reg­is­tered to their name that year. If a person’s dis­abil­i­ty cat­e­go­ry of 60% or more relates to her or his low­er extrem­i­ties, (s)he does not have an oblig­a­tion to pay the car/motor dri­ven vehi­cles usage tax. These two cat­e­gories of per­sons with dis­abil­i­ties are also free from pay­ing the eco-tax, are enti­tled to pay­ing only 5% of the pro­scribed high­way fare and a fixed com­mu­nal tax rate of 209 RSD.

They need to pro­vide the fol­low­ing doc­u­ments for it:

  • The for­mal deci­sion con­firm­ing their dis­abil­i­ty cat­e­go­ry (over 80%, or 60% or more in case of a low­er-extrem­i­ties-based dis­abil­i­ty) issued by the rel­e­vant wel­fare cen­ter;
  • Pho­to­copy of the traf­fic license and its orig­i­nal for authen­ti­ca­tion.
How can per­sons with dis­abil­i­ties exer­cise the right to use the des­ig­nat­ed pub­lic park­ing space?
The right to a dis­abil­i­ty stick­er (that marks the vehi­cles dri­ven by per­sons with dis­abil­i­ties) belongs to per­sons with injured extrem­i­ties need­ed to dri­ve the vehi­cle, per­sons with mus­cu­lar dis­tro­phy, con­se­quences of para­ple­gia, quad­ri­ple­g­ia or cere­bral pal­sy, wheel­chair users, per­sons with visu­al impair­ments of at least 90%, vet­er­ans with dis­abil­i­ties, per­sons with dis­abil­i­ties falling into cat­e­gories I to IV result­ing from injuries to civil­ians dur­ing war and per­sons on dial­y­sis.

Per­sons with dis­abil­i­ties have the right to use all des­ig­nat­ed park­ing space in the town.

First-time appli­cants or per­sons chang­ing a car need the fol­low­ing doc­u­men­ta­tion:

  • The for­mal deci­sion con­firm­ing their dis­abil­i­ty cat­e­go­ry (over 80%, or 60% or more in case of a low­er-extrem­i­ties-based dis­abil­i­ty);
  • A pho­to­copy of the ID card of the per­son with a dis­abil­i­ty;
  • A pho­to­copy of the traf­fic per­mit for the vehi­cle reg­is­tered to the per­son with a dis­abil­i­ty;

A pho­to­copy of the driver’s license. If the vehi­cle is reg­is­tered to a per­son with­out a dis­abil­i­ty (but used to trans­port such per­sons), the fol­low­ing doc­u­ments are need­ed:

  • A pho­to­copy of the traf­fic per­mit for the vehi­cle;
  • A pho­to­copy of the ID card of the care­tak­er or a fam­i­ly mem­ber liv­ing in the same house­hold;
  • A mar­riage or birth cer­tifi­cate of the car’s own­er;
  • A for­mal deci­sion of the rel­e­vant author­i­ty prov­ing their right to anoth­er person’s care and assis­tance;
  • Med­ical doc­u­ment con­firm­ing their diag­no­sis.

The request is to be filed with the Children’s and Wel­fare Depart­ment of the City of Novi Sad where a for­mal receipt will be issued as a pre­req­ui­site for get­ting a car stick­er.

With this receipt, along with a pho­to, a pho­to­copy of your ID card and your orig­i­nal traf­fic per­mit (for authen­ti­ca­tion), go to the Park­ing Ser­vice Pub­lic Com­pa­ny in order to have your car stick­er issued.

To extend the car stick­er due by date, go to the Park­ing Ser­vice Pub­lic Com­pa­ny and take a pho­to, a pho­to­copy of your ID card and a pho­to­copy of your traf­fic per­mit.

How to get local pub­lic trans­porta­tion ben­e­fits?
Per­sons with dis­abil­i­ties have a right to pub­lic trans­porta­tion ben­e­fits, name­ly a reduced fare if using pre-paid bus stick­ers.

They need the fol­low­ing doc­u­ments for it:

  • A for­mal deci­sion of the rel­e­vant author­i­ty prov­ing their right to anoth­er person’s care and assis­tance;
  • Med­ical doc­u­ment con­firm­ing their diag­no­sis (issued by the rel­e­vant doc­tors’ com­mit­tee);
  • Their ID card (for iden­ti­fi­ca­tion and authen­ti­ca­tion pur­pos­es) and a small pho­to­graph (ID card size).

Each local self-gov­ern­ment unit adopts a deci­sion reg­u­lat­ing pub­lic trans­porta­tion, its fares and ben­e­fits, includ­ing the right to a reduced fare for pre-paid bus stick­ers’ users. The Pub­lic Trans­porta­tion Com­pa­ny of the City of Novi Sad issues free-of-charge pre-paid bus stick­ers based on (ben­e­fi­cia­ry or mem­ber­ship) lists pro­vid­ed by rel­e­vant insti­tu­tions, orga­ni­za­tions and cit­i­zens’ asso­ci­a­tions.

Who has the right to a reduced elec­tric­i­ty bill?
Per­sons in a state of severe social vul­ner­a­bil­i­ty have the right to a reduced elec­tric­i­ty bill pro­vid­ing that:
  • Their per­ma­nent res­i­dence is on the ter­ri­to­ry of the City of Novi Sad;
  • The elec­tric­i­ty meter is at the address of their per­ma­nent res­i­dence;
  • (S)he has been pay­ing her/his elec­tric­i­ty bills duly;
  • Their total month­ly house­hold income does not exceed the dou­ble min­i­mal amount of the pro­scribed wel­fare ben­e­fit.

The cit­i­zen request­ing exer­cise of her/his right to a reduced elec­tric­i­ty bill must also enclose the fol­low­ing to her/his let­ter of request:

  • A pho­to­copy of his/her ID card, as well as of ID cards of all grown-up house­hold mem­bers. If there are chil­dren in the house­hold, (s)he should enclose pho­to­copies of their birth cer­tifi­cates;
  • A doc­u­ment con­firm­ing the amount her/his and every income-mak­ing house­hold member’s month­ly income dur­ing the three months pre­ced­ing the month dur­ing which the request is being filed. In case of unem­ploy­ment, please pro­vide a doc­u­ment­ed proof that you are not employed;
  • A proof of being a sin­gle-par­ent;
  • A pho­to­copy of the last month’s elec­tric­i­ty bill.

The Children’s and Wel­fare Depart­ment of the City of Novi Sad will con­sid­er appli­ca­tions with com­plete doc­u­men­ta­tion and, if all for­mal require­ments have been met, will send a rec­om­men­da­tion pro­vid­ing for the exer­cise of the right to a reduced elec­tric­i­ty bill to Elek­tro­vo­jvo­d­i­na, the Elec­tric­i­ty-Pro­vid­ing Pub­lic Com­pa­ny in Novi Sad . In case the for­mal require­ments have not been met, the rel­e­vant City Depart­ment informs the request-sub­mit­ting per­son about it in writ­ing.

Who is enti­tled to a com­mu­nal prod­ucts and ser­vices dis­count?

The fol­low­ing per­sons are enti­tled to a reduced charge for com­mu­nal prod­ucts and ser­vices:

  • Retired per­sons who used to be full-time employ­ees or who have retired from inde­pen­dent indus­tries, receiv­ing a pen­sion amount­ing to 60% of the basic amount used to cal­cu­late the low­est age- or dis­abil­i­ty-based pen­sion;
  • Retired per­sons who used to work in agri­cul­ture, receiv­ing a pen­sion amount­ing to 40% of the basic amount used to cal­cu­late the low­est age- or dis­abil­i­ty-based pen­sion;
  • Ben­e­fi­cia­ries of a fam­i­ly pen­sion based of the low­est amount of the age- or dis­abil­i­ty-based pen­sion.

The per­son sub­mit­ting a request for exer­cis­ing her/his right to a reduced charge for com­mu­nal prod­ucts and ser­vices must enclose the fol­low­ing doc­u­ments with her/his request:

  • A pho­to­copy of her/his ID card. (Take also your ID card with you for authen­ti­ca­tion.);
  • Pre­vi­ous­ly paid bills of the Infor­mati­ka Pub­lic Com­pa­ny;
  • A pho­to­copy or the last pen­sion receipt. (Take also its orig­i­nal with you for authen­ti­ca­tion.).

The Children’s and Wel­fare Depart­ment of the City of Novi Sad will con­sid­er appli­ca­tions with com­plete doc­u­men­ta­tion and, if all for­mal require­ments have been met, will send a list with the names of per­sons who qual­i­fy for a reduced charge for com­mu­nal prod­ucts and ser­vices to the Infor­mati­ka Pub­lic Com­pa­ny.
